July 28, 1961 - Premier Khrushchev's ambitious new Communist party program will be published Sunday. It will be the first document of its kind since Lenin produced the foundation for a Communist society in 1919. Informed sources said the document, to be published in Pravda, would begin sweeping changes in Soviet society aimed at surpassing the living standards of the U.S. in the next two decades. It will reflect, they said, the triumph of Mr. Khrushchev's doctrine of "peaceful coexistence" over the hard line taken by the Chinese Communists that war is inevitable. The publication is designed to initiate a nationwide debate preparatory to the 22nd party congress in October.
