Oct. 24, 1963 - Here is a clip from President Kennedy’s remarks today at the 13th annual convention of the National Association for Retarded Children held at the Mayflower Hotel in Washington, D.C. In his speech, President Kennedy explained pending legislation for determining and eliminating the causes of mental retardation. The President discussed the country’s comparatively slow progress combating mental retardation, citing successes in other scientific and medical endeavors, such as diphtheria and scarlet fever.
