President Prepares for Costa Rica Conference

Mar. 16, 1963 - President Kennedy combined a yachting cruise today with homework for his three-day meeting that starts Monday in Costa Rica with the presidents of the six Central American republics. Mr. Kennedy, who flew to Palm Beach yesterday, brought along two large volumes of “position papers” and background data prepared by the State Department and other agencies for the sessions in San Jose, Costa Rica’s capital. He studied the volumes while cruising aboard the yacht Honey Fitz. An anti-Communist manifesto warning Cuba against seeking to subvert Central and South America is expected to be issued by the seven presidents after their talks. Central America is one of the prime targets of the communists in this hemisphere. It is situated only a few hundred miles from Cuba, and the economic distress of most of the 12 million people in the area offers Red propagandists a chance to claim that a Communist system would bring a better life. President Kennedy will suggest a half dozen steps the Central American governments might take to curb Red infiltration from Cuba.
