Nov. 21, 1963 - Former Vice President Richard M. Nixon, on a business trip to Dallas, Texas, a city President Kennedy visits tomorrow, said today that the 1964 Republican nominee must beat Mr. Kennedy on his record, not on personalities. “President Kennedy’s public relations is tremendous,” Mr. Nixon said. “But his performance is poor.”
